Ok I will anser it myself the blower motor relay is located in the power distribution module (under hood fuse pannel) it is the front passenger relay the one on the drivers side is the horn (I called my local Ford dealer on monday to find out)

It is located on the passenger side of the engine compartment firewall next to the blower motor.
The blower fan motor is located under the hood on the left side in a Ford E150
The resistor is located to the lower right of the blower motor. You will need to remove the battery to access it
on the top of the engine compartment firewall
The EEC Power and fuel pump relays are behind the computer on the passenger side under the dash. The relay on the blower bracket is the fuel pump.

need a new blower motor control module. This is a common thing. They cost about $25 and just plug in. most often are located under the dash right by the blower. Need to have smaller sockets to remove trim panel and take cover off where the module plugs in.
I have a 1994 with the same motor and it gets about 14/15 freeway and 12mpg town or towing...
the starter solenoid is on the starter the starter relay is mounted on the drivers side of the top front main support in font of the battery
The relay is attached to the driverside inside fender wall behind the battery. It's a small square relay about 1.5" square. It should be right next to the blower moter relay and looks the same. If you have lost the horn and the cruise control it is more likely the clock spring which is behind the steering wheel. Hope this helps.
