It is behind your glove box. You have to make sure when take out the glove box be careful of the tabs and also remove the wire on the side. You will see a black box with a a bunch of wires coming out of it. You need to disconnect that mess of wires and remove the two screws that are holding the resistor in the box. Remove it and put the new one in. Be care not to bend the coils all up on the resister.
blower resistor is bad
The blower resistor on a 1999 Chevy truck Z1500 is located behind the glove compartment. There is also a resistor on the firewall next to the blower motor itself.

In a 1988 Chevy 2500, the blower motor resistor can be found on the passenger side. It usually is behind the glove box.

If you are referring to the blower motor resistor, it is located behind the glove box and in the heater case.

The blower motor speed resistor is burned out. The resistor is located close to the blower motor and is easy to change. Your local auto parts store will have that part for you.
Its not the relay, it is the blower motor resistor.
