Under the hood to the left of the blower motor mounted in the housing on the firewall...
check for voltage at the blower motor on all settings. if no voltage check the blower motor resistor or relay. if it has a resistor it will be right beside the blower motor, if it has a relay it will be the relay on the firewall under the hood.it will probably have a purple,orange,blue,and black wires.
Resistor is located behind the blower motor assembly.
It may be the resistor pack along the firewall under the fuse cover somewhere. This controls the speed of the fan.
The blower motor resistor is located just above the blower motor under the hood. It should have an electrical connector plugged into it and some screws holding it in place.

The blower motor on a 1997 Pontiac Bonneville is located next the evaporator core. It will be mounted behind the glovebox on the passenger side of the vehicle. Remove the glovebox, mounting hardware, and sensor clips. The blower motor will be able to be replaced.

The resistor on a 1999 Pontiac Bonneville SE is located in the engine compartment, contrary to many posted forum answers. It is on the passenger side against the firewall, directly located beneath the maxi fuse panel. There are two bolts attatching the fuse panel to the firewall. Disconnect the battery for safety, remove the maxi fuse cover (3 attatchment points), and remove the two bolts of the maxi fuse center located on the far ends of the panel. You will need a deep socket, extention, and ratchet for this task. Slightly move the whole fuse panel forward, exposing the blower motor resistor. Remove the vibration retaining clip from the resistor connector. Next, disconnect the resistor. Unscrew the three sheetmetal screws holding the resistor. Replace resistor and reverse instructions to replace all items.

The blower rheostat on a 93 Pontiac Grand Am is located inside the engine bay, just to the right of the blower fan housing. It is almost directly behind the trans dipstick. It isn't that hard to replace.

the heater resistor is located under the passenger sides dash (near the passengers feet). there is an access panel that you pull off. some have clips holding it on, some have screws. the blower resistor is located in the blower box. the resistor itself you will not be able to see, only the connector. usually there is about 5 wires on this connector and they are in a row. disconnect the connector, there is usually 1 or 2 screws that hold the resistor in the blower box. remove screws, remove resistor from the blower box. reverse procedure for reassembly. .
Many are in the air duct near the blower motor.
Typically a relay or resistor. But could be a blower switch or blower motor problem.
Underneath the blower motor once you remove it it should be atachech with 3 screws near the upper lining
