The Blower Resistor is on the Passenger side of the car. Look under the glovebox to the right. There is a cap for the blower held on by 3(?) Screws. Pull this off. Sitting in the passenger seat remove the glove box on top you will see two screw and a wire clip harness your resistor will be there. Make sure that when working on any electrical disconnect your battery.
Look under your glove box and locate the wiring coming out of of the blower motor. This wiring connects to more wiring coming out of the heater/ac ducting behind the glove box. That connecting wiring comes from the blower motor resistor. It is held in place by two screws, one on each side. Remove those screws and the resistor will slide out.

If you look under the car, passenger's side, it should be right there up under the engine, or at least that is where it is on a 1998 KIA sephia.
