If the van is like the punto - if the level is slack, then the bonnet release cable has snapped.
You'll have to jack the car up, and access / pull the cable from underneath.
I jacked up the car, placed it on a stand on the passenger side, and reached up underneath.
I've videoed it - quick to do once you see it.
