It is bolted to the side of the ABS unit. If you look over the driver side fender you will see the brake lines lead into the abs unit, but they actually screw into the proportioning valve that is bolted there with two bolts. It will have and electrical connector in the middle.
The brake valve is located next to the master brake cylinder. The valve can be found just below the master brake cylinder.

There is no valve inside. It purely restricts flow to the front so that the more efficient front brakes are not doing all of the braking. You will only find these on disc/drum combinations. If you are experiencing a brake pull, you need to replace either the front brake hoses or one of the calipers. If the brake warning light switch is leaking, the proportioning valve will have to be replaced.
There is a proportioning valve and once the repair is done and you have bled all the air out of the system the valve should reset itself unless it is stuck. If it is stuck you may have to replace the valve assembly if you can't free it up.

I think you are right but it could also be the master cylinder or a clogged or broken brake line.
