I just looked up this information and it is all there. If your car is equipped with the optional filter it is under the dash on the passenger's side.

Its behind the glovebox, you need to take the glove box out and maybe some other screws to get to it. just search subaru air cabin filter change on google and theres lots of pics and stuff.
Behind the glove box. You have to remove 7-9 screws & a piece of the paneling to get to it.
yes it does. It is a little hard to take out. If you have had this car for sometime and the cabin filter has not been changed it is probably very clogged up. If you are reasonably handy I would recommend going to your local Subaru parts dealer and buying a new filter. It comes with instructions on how to replace it

The engine air filter is a bit of a joy as access is tight. The filter is in a housing by the left front wheel. There is a "scoop" intake manifold leading from the very front of the engine bay to the filter box. You need to undo the spring clips, pull back on the "upper" (back half) housing and extract the old filter. Make certain you put the new filter in right way 'round (refer to markings on filter or on how the old one was in there).
it's behind the glove box in a slot by the blower motor. Not the easiest to get to.

The 1999 Subaru Forester air filter is located in the engine compartment inside of the air box. There is also a cabin filter located behind the glove box.
Could be your cabin air filter. When was the last time you had it changed. See Air Filtration System, under Climate Control in your "Owner's Manual". (The filter is hidden behind the glove box.).....
I don't know, I trew mine out. My wife's grandpa didn't have a cabin filter in his car and died at the ripe age of 98.....
