If it's a V-8 then you will have to climb up and lean over the engine and it will be on the right rear corner of the intake beside the oil sending unit. It is tucked under the intake alittle bit. It is hard to see. If it's a v-6 then it is bolted in the distributor under the cap on the left side of the distributor.
It's located in the rear of the transmission.

The VSS speed sensor in an 04 Impala is located on the transmission case or the rear axle of the vehicle. However, on some Impala's it can be located inside the ABS system.
I have been to a local shop for the same problem on my 2003 silverado. It is a worn out sensor, it will have to be replaced. In my case I replaced the seat and seatbelt catch and all the sensors from a wreaked 04 silverado.
Check exhaust manifold.
