The camshaft position sensor on the 1999 4.0 L OHV engine is located at the rear of the engine block on the top of the engine where the distributor was installed on earlier versions of this engine. (according to my Haynes repair manual)
I'm not a mechanic / technician but from what I have read the camshaft position sensor for the Ford 4.0 liter EFI , V6 engine is on top of the engine , near the centerline , near the firewall ( apparently you can't see it until the upper intake manifold is removed )
Bank 2 is the drivers side of the engine in your Ford Explorer Sensor 2 is after the catalytic converter ( downstream )

Locate the camshaft sensor in your car. Disconnect the electrical plug on the sensor. Remove the bolt that holds it in place. Twist the the sensor to remove it and place in the new one.
Camshaft sensor is at the bottom front of the right side cylender head. It can easily be accessed by simply tugging on and removing the airbox.

It is not a simple sensor. It is a part of a pipe. Look for this part number: 9E616. It is located over the fuel tank.
