If you mean the Power Control Module, it is located on the passenger side of the engine compartment, along the upper edge of the firewall.
Its up behind the bumper (on the raditor core support) on the driver side

The starter on a 1996 Mazda B3000 is located near the battery terminal. To change it, first unbolt the negative cable from the battery terminal and raise the right front corner of the Mazda B3000 with a jack.
