It's not called a ecu it's called a PCM, On a non turbo it's located in the engine compartment behind the relay/fuse box.
well in a 95 eclipse the ecu computer is in the engine bay to the right of the airfilter near the fuse box the transmission controller is under the center console.
Most all governors are located in the ECU/PCM of the vehicle. I believe that eclipse ECU's are located under hood. Once located, it would have to be removed properly and then chipped/flashed by a tuner.

It depends. if you have a eclipse that was made by chrystler then it is the one box deep behind the radio mounted on the floor board. it looks like an ecu but chrystler put that under the hood. If its a Mitsubishi made eclipse then the ecu is right beside the tcu behind your radio. the tcu in the Mitsubishi made car is to the right on the pasengers side.
