I doesn't have an emergency shut-off, if the pump isn't working it is either pump failure or an electrical problem. Bang on the tank while you have someone crank, this often jogs the fuel pump getting it to run, if this happens your fuel pump is bad.
Dodge uses relays, the ASD relay will be on the firewall.
