There are multiple safety, environmental, and motor vehicle inspection problems which can result from neglecting a vehicle's evaporative system. These are the leaking of fuel and its vapor, and failing emissions inspections.
A bad/clogged EGR or pcv valve can cause a motor to shutter, idle erratically, hesitate and/or stumble on acceleration and have decreased performance. Some emission control systems can be sensitive enough that it in theory could happen. W/ some nissans and hyundais a oil fill cap or fuel tank cap that is left off will cause a motor to die. I have personally experienced it w/ a 91 Nissan stanza and a 06 sonata.

Non-emission related failures are a term most often used when vehicles are inspected by motor vehicle agencies and problems unrelated to the exhaust, fuel evaporative, and emissions (smog control) systems are found. Major non-smog related automotive systems are braking, engine & transmission (powertrain), cooling, suspension/chasis/steering, and ignition/electrical. A non emission related failure can come from any of those sources.

It is located between the two rear wheels up against the body. You'll need to remove the large black evaporative emission control cannister to get to it. I would try a professional fuel injector cleaning if it is the 2.2 motor.
The ECM (engine control module ) is located on the center of the firewall just above the motor. It's the thing that has a lot of wires going to it.
The 1996 Chevrolet Cavalier resistor pack fan control switch is located on the back of the fan motor. The fan motor is located directly behind the fan.
It is located under the dash near the blower motor.
Check the Vehicle Emission Control Information ( VECI ) decal located in the front of the engine compartment ( it will show the type of spark plugs to use and the spark plug gap )
The wiper control module is located inside the wiper motor assembly.
On the firewall to the right (when facing the firewall) of the blower motor.
It is located on the transfer case this is the motor that shifts your four wheel drive
