Look on the drivers side in the engine compartment. It's under a cover. They'll be two relays side by side, one is for the cooling fan and the other is for the heater blower(they should be marked somewhere). (Also, I think the two relays are inter-changable).
The heater fan is located under the dash on the passenger side
The fan relay on a 1996 Cavalier should be in the relay box. It is mounted on the drivers side, near the headlight.

The cooling fan relay on a 1998 Mazda 626 is located in the engine compartment near the firewall. It is housed in a protective box with latches.
It is mounted on the driver side inner fender close to the battery.
If you are laying on your back looking up, then the relay for the radiator cooling fan is located on the chasis just to the left of the fan. It is to the front right of the front tire on the driver's side.
If you drop the glove box door you can usually see it.
The fan relay is most likely stuck closed. Remove the relay to see if the fan stops running, if the fan stops, replace the relay.

Blown fuse, defective thermal relay, or defective fan motor. Check the fuse and if it is ok, and all wires are connected, apply 12 volts directly to the fan motor the see if it is ok. If so, replace the thermal relay.
