I just went through the same hell trying to find it and I did. I own the Chiltons manual and its almost like they forgot to put a picture or location for it in there.
Its under the dash on the drivers side, opposite side of the steering wheel from the fuse box (closer to the radio)
You have to take the one medium sized interior body panel off with all Phillips screws. there is one on the side and 4-6 if you crouch down and look up while kinda leaning with your chest on the drivers seat.

the flasher in this car (88-91) is very unique and abnormal. Every car I have ever seen uses a similar looking flasher that resembles and Relay. THis car however doesnt. its way larger. it also has a wiring harness coming out of it instead of the 2 or 3 blade style "plug-in" flashers. it doesnt look like your typical flasher. and its more expensive (paid $23.50 on 02/06/06 from the dealer) it uses a single Phillips screw to hold it up.
You cant buy this part at your local NAPA, KRAGEN or auto parts store.. believe me I tried. I had to order it from the dealer (which is an hour away)
