The flasher relay is located on the fuse block, which is accessed by a plastic door under the dash just to the right of the steering column.
Once this door is opened, the relay block snaps out and down. The flasher relay is a round aluminum can plugged in to the back or side of this fuse block

According to my factory service manual the horn relay for a 1989 Chevy Celebrity is located in the "convenience center" which is behind the instrument panel on the left side of the steering wheel. To replace the relay one would simply pull out the old relay and plug in the new relay.
