Lay in the floor on the driver side.Then look up either on the steering column side or the kick panel area towards the hood latch.If you have plastic covers that hide this from open site they have to be removed.Most cavaliers have these mounted close to the steering column or towards the lhs fender direction.I wish I could be more specific as I am not fluent with 89 to the letter,but gm kept this somewhat the same for years like 87-82.Keep in mind your car has 2 flasher fuses(there box shaped or round) design changes and if you do one do both units.One is for the turn signals and the other for the four way flasher mode.
