The fuel pump relay on a 1988 Mercury Tracer is located to the rear of the fuel pump. My Honest Mechanic offers troubleshooting manuals for fuel and no start situations. The first suggestion is to check for the fuel reset switch on the right rear passenger side of the trunk. Press the switch to reset the relay.
The reason you cannot find this switch is that Chevy does not use a fuel cutoff switch, or an �inertia switch� at least for that year model � unless my documentation is faulty (Mitchell�s Repair)
