Several years ago, I replaced the fuel filter on my mother's 89 Buick Regal 3.1. I don't remember exactly whether it was underneath the car near drivers door or passenger door. But once you jack the vehicle up, you should be able to see it. Don't forget the system is pressurized and fuel will spray out after a minute or so, once you loosen line, make sure you install new filter the right way, indicated by stamped arrow on filter. I hope this will help, sorry couldn't give you exact location, been too many years but it's in that area.
