Fuel filter is mounted on the frame near the rear axle.
you need to drop the fuel tank and pull it out of the tank o.k.
disconnect the fuel line from the fuel filter and turn the ignition to just before the ruck would start, this should activate the fuel pump and fuel should flow from the fuel line.
If you look at the filter you will see a arrow on it and it should be pointing towards the engine.

Under the truck, inside the frame rail on driver side, almost straight in from driver's door.
Look under the vehicle along frame - follow the fuel line from the tank Usually located under driver's side door.
I own a 1990 GMC Sierra 1500 5.7L V8. My fuel filter is located along the frame rail under the cab on the driver's side of the truck. You might look there for the filter on your 1989 Sierra. It's an inline silver colored canister.
