What 1989 vehicle? You fail to list make, model, and engine size. Therefore the only answer I can give you is to look. Crawl under the vehicle and follow the fuel lines from the fuel tank to the engine. Somewhere along the fuel lines you will find the fuel filter. 1989 cad eldorado 4.5L
That is the fuel filter on the driver side of the engine block.

Fuel pump is in the fuel tank, the filter, if fitted, is in-line, usually a grey cylinder in the engine compartment.

Find the 1987 Camaro fuel filter on the cars frame. Cover the connectors with a rag, and loosen them. Remove the filter, and put the new one in. Tighten the lines to complete the installation.
It should be on the drivers side front of the engine. Follow your fuel line from the throttle body forward and down.

Not sure when this was made but to remove one of the fuel filters, you need to drop the gas tank and find a fuel pump and filter there. The other fuel filter, *if there is one* is somewheres in the engine and i have yet to find it.

It sounds like your engine is not getting enough fuel, try checking the fuel filter.
