Check fuel pump pressure Should be 15-23 with engine idling 23-31 key on engine off
In your power distribution box in your engine compartment , the fuse for the fuel pump is # 23 , it is a 20 amp mini-fuse . Ford recommends disconnecting your battery before servicing anything in the PD BOX .
I average about 23 miles a gallon in the city and got as much as 28 miles a gallon on the freeway.
The second fuel pump is a high pressure pump and it sounds like the pressure is not high enough. Don't know why they set it up like that but the first pump delivers gas to the second pump and the second pump gives you the pressure.Hope that helps

Check fuel delivery pressure Should be: at idle 13-20 psi with ignition on and motor off 23-31 psi

Check pressure At idle 13-20 psi With ignition on and not running 23-31 psi
Remove fuel filler cap - turn on ignition and listen for "hum" Check fuel pressure - with key on engine off should read 23-31 psi.
