In a 2006 Ford E-350 : In the Power Distribution Box ( which is " live " ) located in the engine compartment : ( Relay " A " is the fuel pump relay , it is next to fuses # 21 and # 22 )
On mine, it is located behind the passenger side headlight. You need to pull the headlight out to get to it.

I had a hard time finding this relay also. I went to the Ford Dealer and looked it up in the service manual. The fuel pump relay is the one in fuse box by the battery; the relay is located top right(green nf02) listed on cover as circuit relay.
