open the hood on the right side facing the car on the fender well there is several relays 4 or so like 1"square the one you're looking for has a green plug..that is the fuel pump relay

The 1991 crown Victoria has several relays group in a relay center loacated under the hood near the master brake cylinder. In this relay center its the air conditioning WOT cutout relay, fuel pump, PCM power relay, and PCM power diode. P.S. defective relays must be replace as a unit.

I was looking at the 2007 Ford Crown Victoria Owner Guide and it shows : In the Power Distribution Box ( which is " live " ) located in the engine compartment ( relay # 206 shows fuel ) * it is one of the smaller relays , the diagram is on page 191
That would be an inertia switch. It shuts off the fuel pump in the event of an accident.
