The 1991 crown Victoria has several relays group in a relay center loacated under the hood near the master brake cylinder. In this relay center its the air conditioning WOT cutout relay, fuel pump, PCM power relay, and PCM power diode. P.S. defective relays must be replace as a unit.

The horn relay for a "96 Crown Victoria (police model) is located on the right fender where the fuse/relay box is.....3rd relay in from the right. If you are on the right side of the car.....3rd one towards the engine.
In the 1999 Crown Victoria the LCM, Lighting Control Module , contains the relay for the turn and hazard flashers. This located under the dash.

I was looking at the 2007 Ford Crown Victoria Owner Guide and it shows : In the Power Distribution Box ( which is " live " ) located in the engine compartment ( relay # 206 shows fuel ) * it is one of the smaller relays , the diagram is on page 191
I was looking at the 2008 Ford Crown Victoria Owner Guide and it shows : In the Power Distribution Box ( which is " live " ) located in the engine compartment near the battery ( # 107 is a 40 amp cartridge fuse for the Rear Defroster Relay Feed )
The 1987 Ford Crown Victoria fuel pump relay switch can be found on the firewall in the engine compartment. The relay switch will be on the drivers side of the firewall.
The 1998 Ford Crown Victoria windshield wiper relay switch can be found on the firewall in the engine compartment. The windshield wiper relay switch will be on the passenger side of the firewall.
The horn relay on a 1990 Crown Vic is located in a black plastic box that is under the hood, just behind the battery, the lid is held on by simple clips that come off easily. You should see a chart under the plastic lid of this box that will tell you just which relay is the horn relay.
Check the fuel relay in the trunk. Should be drivers side behind the lining. Might need to reset, or replaced. Hopefully that's it. If not, then it's a short in the power line to the back. =========================================================== Actually , that is the fuel pump shut off switch ( inertia switch ) that is located in the trunk ( I don't know where the fuel pump relay is located on a 1997 Ford Crown Victoria It shows in the owners manual that there is a 20 amp fuse for the fuel pump relay in the Power Distribution Box ( which is " live " ) located in the engine compartment near the battery ( but of course you state the fuse is good )
