have changed both fuel pump andfilter and have no fuel persure How about checking the fuel pump relay and fuse to be sure they are both getting 12 volts. Fuse #1 is 25 amps on the 740 and controls the pumps. The fuel pump relay is in the second row on the left side of the relay rack, the big white one. My advice: Keep spares on all relays and fuses.

If you mean the fuel pump relay, it is in the front row on the relay rack, to the extreme left (drivers side in US models.) It is a big white relay. You may download a diagram of Volvo 740 relays from the Internet. I always keep a set of spare relays with me because of failure issues due to overheating.
There is a low pressure fuel pump in the gas tank, and a high pressure in-line fuel pump located on the under-carriage beneath the drivers seat
To power up the fuel pump one may jump a popsitive to the middle pin on the right. Your question is a bit unclear but I just had the experiece and this might help.
