The fuel pump is in the tank and the relay is under the hook on the right side. I will guarantee you it is the fuel pump that is shot. Common in the Chrysler line. I've already replaced one in my caravan and one in my Spirit.
You have to drop the tank to replace them.
While it is a somewhat common failure, it is caused mainly by users who wait until the fuel tank is almosd dry before refueling. Remember the electric fuel pumps require some cooling for the electric motor in them, if the driver lets the fuel level to go down too much, the pump will star to overheat and also to cavitate, which together with oveheating are the main causes for pump failure.
I was fortunate to have bought my 1991 Spirit R/T from a friend who was told by several people to avoid going too low on the fuel tank level, and to refuel when it still has 1/4 tank of fuel remaining in the tank. So far, after 12 years of use, my Spirit R/T stiil had its fuel pump working perfectly, but it was its electricla connector the part that failed: the nylon block where the connector base on the tank started to leak fuel on the floor, because it had hairline cracks. since replacing the connector was abput half the price of a complete new pump, I decided to replace the entire assembly, taking care to completely empying the tank and cleaning and washing the tank interior with solvent and then with water and dishwashing detergent. After emptying it, I used a hair drier to completely dry it. Complete procedure took me about three hours. I still keep the original facftory pump as a spare, since it works properly. Amclaussen.
There is no fuse for the fuel pump just a fuel pump relay.
They don't have a fuse but they do have a Fuel Pump Relay that's located on the driver side inner fender, it should be the 2nd relay that you come to.
The 1992 Dodge 150 fuel pump relay switch can be found in the fuse box. The fuel pump relay switch will be in the third column, third from the top.

Are you sure its the relay... Does the car receive spark... if not it might be the ASD Relay located on the finder, under the hood next to the battery, its the last relay there.... the ASD Relay sends power to both coil and fuel pump, if its bad it will cause both not to work.

Under the hood, next to the battery theres like 5 black boxes... I believe that the fuel pump relay is the 3rd or 4th although I could be wrong on which one it is. But that's where they are located
