From what I remember, the fuel shutoff inertia switch is located on the passenger side below the glove box on the side. it is not easily visible but you can run your finger up near the heater panel (near the lower door hinge) and find it. open trunk and should be in the left hand side behind carpet on fenderwall or on pass. side inside the car under dash
On a 1996 Mercury Sable : The fuel pump shut off switch ( inertia switch ) is in the trunk , behind the trunk liner on the passenger side ( there is an access hole )

On a 1997 Mercury Mountaineer : The fuel pump shut off switch ( inertia switch ) is in the front passenger footwell , by ( or behind ) the kick panel
Check all the fuses, if all are good, check the shut off relay.

Could be a bad inertia switch.
