In the right front passenger footwell , by or behind the kick panel
According to the 2000 Ford Ranger Owner Guide : The fuel pump shut off switch ( inertia switch ) is in the front passenger footwell , BY the kick panel * but the drawing Ford has indicates that it is BEHIND the kick panel
The 1992 Ford Ranger does not have a fuel pump shutoff switch. You can disable the fuel pump by removing the fuel pump fuse.
If you are talking about the emergency fuel shut-off switch (aka inertia switch). just push in the button on top of the switch.
If your looking for an inertia switch (fuel pump shutoff), Chrysler doesn't use those. That's a Ford thing.
That should be in the right front passenger footwell , behind ( or by ) the kick panel
On a 1994 Ford Ranger : Check in the front passenger footwell , under the front edge of the carpet , mounted on the toe board just to the right of the transmission hump ( that's where the fuel pump shut off switch / inertia switch was on my 1993 Ford EXPLORER )

On a 2000 Ford Ranger the only engine that uses a timing BELT is the 2.5 liter four cylinder engine ( I have no idea of what you mean by a " delay switch " )

If it's the same as my 1995 Ford Explorer it is in the right front passenger footwell , by the right front kick panel , mounted on the toeboard
In the drivers footwell , there is an acess hole through the kick panel to reset the switch that is located behind the kick panel
