It's on the side panel of the driver's side, about where your left knee might hit...it's covered by a black plastic shield that has a round section embedded. Pull the cover off to expose the fuses; some spare fuses and the fuse puller are in the cover.

I went to the library and they have books on all years and makes of ford vans . I found the diagram for a 78 ford vans fuse box and then photo copied it.
"The fuse box is located just behind the hood latch below the dashboard on the drivers side of the van." That is the correct "Location".
On a 1996 Ford Bronco the turn signal flasher is plugged in to the fuse box
