Ground the motor housing on the new motor and see if it works then
Short in the circuit somewhere. Try unplugging the blower motor, closing the circuit with a test lead or test light, and seeing if it blows then. If not, the problem would seem to be in the blower motor itself.
The blower motor is drawing to many amps, replace the blower motor.

Remove the wiring harness from the back of your 1999 Chevy Monte Carlo blower motor. Remove the blower motor retaining bolts. Remove the fan on the front of the blower motor. Reverse the process to install the new blower motor.
99% of the time, the blower motor relay, or resistor block,will be bad if the fan motor only works on high speed.
Check the following................ 1. Power and ground to the blower motor. 2. Blower resister. 3. Blower switch.
