Blown fuse, bad blower motor switch, blower motor itself, or a defective blower motor resistor pack.
The blower motor is drawing to many amps, replace the blower motor.
Just above and next to the kick panel on the passenger side.
The blower switch is the knob you turn on the heater control in the dashboard. If you are talking about the blower motor resistor, it is located in the passenger's foot well area, mounted in the heater box.
Its acually blower motor and it is located under the passenger dash. real easy to get to and the blower motor relay is in the same area. Might want to check that first because that's what usually goes. Thanks, hope this helps
On the passengers side under the glovebox near the side kick panel.........
Remove the wiring harness from the back of your 1999 Chevy Monte Carlo blower motor. Remove the blower motor retaining bolts. Remove the fan on the front of the blower motor. Reverse the process to install the new blower motor.
Under the hood, on the passenger side of firewall, near the blower motor.
99% of the time, the blower motor relay, or resistor block, will be bad if the fan motor only works on high speed.
