You probably don't have a real cigar lighter, because the nannies at the Ford factory thought you were too stupid to handle such a dangerous device and would do something dangerous, like lighting a cigarette in the car, so they put a fake one in, with no contacts. You need to go to NAPA, AutoZone, etc., and get a "real" one and have it put in.
The fuse for my 2001 is in the little panel on the left, by your knee, on the dash, that looks like another "ash tray." I forget the number, but it's marked.
