Remove the tail light cover in the cargo compartment. Remove the wiring harness. Remove the blinker retaining screws. Reverse the process to install the new blinker.
The lens is held on with two t25 screws. Remove them, pull lens of, reverse to install.

That means that the bulb in the blinker needs to be replaced.
If you are talking about the turn signal light. You have to remove one screw that holds the turn signal onto the frame of the car. Just look down staring at the turn signal and you will see it. Remove the screw, move the blinker forward and then remove and replace the light bulb. Reverse directions to reinstall.
You can not, you will have to replace the entire tail light.
That light is for low oil pressure, not low level.
