There are two fuse boxes on the 1999 Cadillac STS; the first is underneath the hood on the passenger side. There is a red plastic positive voltage cover that is attached to the cover. The second is underneath the rear seat next to the battery. This is called the rear junction block according to GM. It looks just like the under-hood fuse box and is on the driver side. In order to get the seat off just pull up on the bottom front of the cushion.
