1994-97 Honda Accords have the data link connector neatly clipped directly under the glove box and the connector is blue.
Have you checked If copper plate main fusible link in underhood ok ? Defective ignition switch is another posibility.
You have to enter the radio code than came with the vehicle on a small plastic card. If you cannot find the code then go to the Honda Owner's link I will post and register your Honda. You can get the code there for free.

What ever circuit that fusible link protected would be dead if the fusible link is blown.
