The hazard flasher is for a '91 corsica is located in the convenience center. The turn signal flasher relay is behind the dash panel left of the steering column.

The flasher circuit on the A2 style Jetta (84-92) is routed through the hazard switch, the turn indicator on the steering column and the flasher relay which is located on the fuse panel. The fuse panel is located under the dash behind a plastic removable cover under the steering wheel near the drivers left knee when seated. The flasher relay should be labeled but you should be able to find it quickly by touching each relay and feeling for the movement of the working relay if you can get any type of flash by turning on the hazard switch or the turn signal lever.
