No they are not. The hazard flasher should be located in the fuse panal. While the turn signal flasher is located behind the dash near the AC controls. Can be a pain to find and replace.
The turn signal flasher is next to the fuse panel at the lower left of the steering column. The hazard flasher is located to the right of the steering column.
It has only one flasher relay that controls both turn signals and hazard lights. It is located drivers side, under dash, above fuse block, mounted on kick panel.
The hazard flasher unit for a 1991 - 1996 Saturn is located in the cabin, behind the front passenger kick panel. (Right side of center console.) The original unit is grey. It has a tab and release mechanism on the right side of the flasher.

The Emergency Flasher Button is located on the steering column. It is labeled Hazard Flasher and is a black piece of rectangular plastic that you slide up to put your emergency flasher lights on (easiest with your right hand) and slide downward (towards the floor) to turn your lights off If you mean the flasher relay unit it should be above the passengers feet behind a plastic cover on the underside of the dash.
There are 2 flasher relays. One for the turn signals located on the drivers side under the dash, drivers side of the steering column, mounted on a support bracket. There is also a hazard flasher relay located on the drivers side mounted above the kick panel.
