i believe that the Hazard Flasher Unit for a 1998 Mercury Grand Marquis is behind the left side of the instrument panel
The fuse block you are looking for should be behind the knee bolster (the trim panel under the steering column), between the steering column and the emergency brake lever, underneath the dash.
Lay on your back with your legs hanging out of the driver's side door, put your head against the brake pedal, and look up and to the right. ;)
I don't remember right off the top of my head if there are separate flashers for the turn signals and the hazard lights, but they should look almost identical. Round, silver or blue or black, and about the size of a half-dollar.
TIP: If you are replacing the flasher, go with the upgraded electrical flasher (or the heavy duty) rather than the standard one.
