if your headlight if blow and you have changed the headlight and it still does not work then most likely its the plug that plugs into the light itself i just went through all that and its the actual lamp plug you have to change
The headlight relay is in the Light Control Module (LCM).

In my research no early model el Caminos has a headlight relay. This goes for single or double headlights. Look up this website http://www.madelectrical.com/. This is a fantastic site that deals in nothing but relays. it will answer most of your questions.
Behind the driver right side kick panel. there is going to be a small black box. It is the HCU headlight control unit. inside are to relays.
there are several in the fuse boxes near the air box (place where the air filter goes) and the fuse box near the battery
Look on the right side fender (under the hood) right behind the battery, there should be a black box there with relays inside (fuel pump is one of them) and in one of these spots should be 2 15 amp fuses for the headlights. another thing to check is the headlight switch itself, take it out and if it looks burnt or smells bad that could be your problem
RELAYS bad'
check the fuses, bulbs, relays, headlight switch, and the multi function switch in steering column. also check to see if you have lost the ground to the bulb sockets.
Replace headlight switch auto reset circurt braker inside is weak
It is in the under the hood fuse box and if you open that youll see 4 black relays all next to eachother the one on the bottom right is the headlight relay. Just turn on your headlights and take it out and they should turn right off.
I believe the relays for the headlights are under the hood on the driver's side fender under a black cover with all the "big" fuses. hope this helps you out
It is located in the engine compartment in the same black box where the relays are, right behind the battery. there is an individual 15 amp blue per light.
