The headlight switch that has the dash light dimmer knob. The dimmer switch went bad and you can only fix it by getting another headlight switch on most cars. Some though have a separate dimmer switch.
the low beams should not be on a fuse it will either be the dimmer switch or the headlight its self. for your problem i would check the dimmer switch first J.

unless your dimmer is turned down..... blown fuse or bad headlight switch. that's about it..
Probably you have a burned fuse. There are separate fuses for left and right headlights, and whrn one gets blown, the headlight will be dim because it is grounding through the other headlight.
