It is immediately in front of the gear shift lever, just to the left of the heated seat buttons. It is the one with the arrows pointing up and down. Some Z3s had manual tops and would have no switch.
Press a button with an icon of a steering wheel with heat waves rising from it. Google "jeep heated steering wheel button" for a photo of same.
There is a round push button on the side panel of each front seat, located between the seat and the door. Push this button to activate or deactivate the heated seat feature.

The relay for the heated rear screen on a Golf MK4 should be just below the heater controls on the dash. Look for a button that says rear defrost or something to that effect.
If it's stuck in defrost your battery died and messed up the computer. Disconnect battery for 5 or more min. My 96 cooled and heated ok but was stuck in defrost
TC means traction control. If you don't know what you are doing, it is probably a good idea to just leave it on. I don't have heated seats in my Saturn. So I don't know the answer to your second part, but if I was a betting man, I would think they would be on the seat itself. Check next to the seat adjustment controls on the left side of the seat.
It's easy, on the mark 2 models, the rectangular panel which holds the hazard switch (with also the door lock button to the left and the heated rear window switch on the right) This panel will lever out of the facia with a small screwdriver or something similar, just lever from each end a little at a time until the panel comes out. Then the switch can be unclipped out and with the wiring connector also unplugged the switch will come out of the panel towards you. Switches are quite easy to get from Renault dealers or even cheaper on the 'bay' Hope this helps!
