The heater fan or blower motor is located underneath the dash on the inside of the car located in front of the passenger seat.
The starter on a 1992 Buick Riviera is located in the undercarriage on the driver's side of the motor. It cannot be accessed from the top because there is no room for a wrench to turn the bolts.

That happened to me with my Park Avenue. (I now own a Riviera) If the Riv is the same, then there is a relay for the motor. You would have to find that, and replace it.

The blower switch is the knob you turn on the heater control in the dashboard. If you are talking about the blower motor resistor, it is located in the passenger's foot well area, mounted in the heater box.
Look by the passenger seat floor it is the flat black box located on the right side under the carpet. Hope this helps.
