The 1997 VW heater hose has swivel nuts on each end of the hose. Turn the swivel nuts to the left to remove the heater hose.
you probabally have a vacuum hose disconnected

Try reverse flushing Disconnect heater hoses and try running a garden hose through in both directions.

Remove the hoses from the heater core pipes and install a short piece of pipe in both those ends. Install hose clamps and it's bypassed.

I remove both heater hoses and use a garden hose to force water through the heater core. I just send water through both ways for a couple of minutes.
