On a 2007 Jeep Liberty Sport, it is located very low behind the bumber on the drivers side. ----
In the fuse/relay box located under the drivers side of the dash.
On my 2004 Jeep Liberty the power windows and the horn relay are powered by the front power outlet fuse. use at least a 20 amp fuse.

the horn is easier to get to,if you remove the right side headlight housing!! then you can see horn.
The horn is usually located behind the front left wheel arch/bumper corner.

The horn on the 1997 Jeep is located on the steering wheel. The actual sound part (horn) is located under the front right side of the front bumper. If you stand in front of the jeep and stick your hand in the left most cutout hole on the bottom of the plastic bumper cover, you can touch the dual horns as well as remove them and replace them.
Nevermind..I found the horn relay online.. My horn went off this morning and in a panic.. I unplugged it. My neighbor said he thought the horn relay went bad.. The top was down in my 2003 Wrangler during a rain storm and it got soaked..SO I don't know if this is related or unrelated... I found the horn relay on line.. here is the link... http://www.parts.com/jeep/2003-jeep-wrangler-electrical-parts.cfm I am guessing I can just try swapping out the horn relay for 8 bucks and go from there?
The reason why your horn honks when you back up is because someone hooked the horn to your back up lights. I think you can just find the wire that goes to the horn and pull the wire. it might also be a safety feature to your jeep. alot of new cars have this.
