Nevermind..I found the horn relay online.. My horn went off this morning and in a panic.. I unplugged it. My neighbor said he thought the horn relay went bad.. The top was down in my 2003 Wrangler during a rain storm and it got soaked..SO I don't know if this is related or unrelated... The reason why your horn honks when you back up is because someone hooked the horn to your back up lights. I think you can just find the wire that goes to the horn and pull the wire. it might also be a safety feature to your jeep. alot of new cars have this.
