Yes. Remove the existing horn or horns, attach your new horn and connect the horn wires. The horn wires will probably have a JEEP wire plug on the end that will need to be removed or altered.
it depends what is wrong with it....start by figuring that out. It doesnt work. Thats whats wrong with it.
Nevermind..I found the horn relay online.. My horn went off this morning and in a panic.. I unplugged it. My neighbor said he thought the horn relay went bad.. The top was down in my 2003 Wrangler during a rain storm and it got soaked..SO I don't know if this is related or unrelated... I found the horn relay on line.. here is the link... http://www.parts.com/jeep/2003-jeep-wrangler-electrical-parts.cfm I am guessing I can just try swapping out the horn relay for 8 bucks and go from there?
It is fuse number five in the fuse box. Another fuse associated with this circuit is fuse number 3 in the power distribution block in the engine compartment.
This sounds like a blown fuse.
On the steering wheel

most likely if you have ever had your top off. you need to pull the horn button straight up off the steering wheel, and clean the contact points with a wire brush or Emery cloth. The water may have corroded them. It is what happened to mine. Also check fuses and horn. take a wire and go from battery straight to the horn or use a volt meter to make sure voltage is getting to the horn. If it honks it is your connections under your button, if not it is your horn.
On a 2007 Jeep Liberty Sport, it is located very low behind the bumber on the drivers side. ----
