They are located usual;ly on the intake manifold somewhere. If you own a 1.8T model, it is on the intake manifold near the Throttle Body.

an iat sensor is almost always located inline with the intake tube. i work on so many vw's at heart volkwagen i cant remember exactly where it is. if it is a turbo it will be most likely mounted on the inercooler. just check for a 2 wire sensor online with the intake tube.
The IAT sensor on a 1999 VV Bug is located between the air filter and the throttle body. It is part of the mass air flow sensor.
