held in place by 2 clips
It should be in the same compartment as the jack - behind the seat. Agreed. I have a '97 Ford Ranger. The jack and jack handle are in a compartment behind the passenger seat.
On a regular cab Ford Ranger, the Jack and lug wrench are behind the passenger seat bolted to the floor.
You can buy a jack at the ford dealer or u can go to a junk yard
On a 1997 Ford Windstar : The jack is supposed to be in the cargo area , behind a removable panel on the passenger side

On my 1995 Ford Explorer , I fold the right rear passenger seatback forward and lift a panel that is located just behind the backrest . The rod ( 2 sections ) for the jack and lowering the spare tire is held in place by clips , the lug nut wrench / jack handle is behind the plastic access panel in the drivers rear of the cargo area
