Where is the law that says that you need to have current license plates on your car even if you do not intend to drive it on the road and what gives the BMV the right to fine you a late fee?

These requirements would be set forth in your state's Motor Vehicle Code. Not all states have these requirements. You would have to research the Motor Vehicle laws of your individual state for their authority.
