This depends what shut off valve is in question here. Where the leak is and what type of material is the shut off valve made of.
Not sure why you'd ask such a question in the first place, but there is no shut off valve. The fuel pump (which is inside the tank) is operated by a relay (which receives a signal from the computer). Don't know if any of that helps.
An emergency shut off is used in some vehicles to stop power to the fuel pump during an accident. The 2002 Dodge Durango does not have an emergency shut off.
